PUBLIC HEARING MINUTES

April 24, 2013
7:00 p.m.

South Windsor Town Council

PURPOSE:        To receive citizen input on the Proposed General Government Budget for Fiscal Year 2013/2014

Mayor Delnicki called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto), Exhibit A.  There were approximately ten (10) people present in the audience.

Mr. Galligan presented the General Government budget to the Council, as shown in attached Exhibit B.

Mayor Delnicki asked if there was anyone from the public that would like to speak.

Public

Mr. Don Gonsalves, 40 Bayberry Trail came before the Town Council and stated that the Town Council should discuss the revenue that is expected to come into the Town, the pension status and health care costs.

Mr. Larry Torff, 521 Quarry Brook Drive came forward and stated that he feels it was a mistake to vote on the Board of Education budget before the public hearing for the General Government budget was held.  The Town Manager has found productivity to keep costs down such as the GIS system as well as the recycling bins.  Mr. Torff then stated that he feels the debt for the sewer should be paid for by the sewer users and does not like the idea of leasing the capital project items.  The items that absolutely need to get done should be put into the Town budget and the other items should be done at a later time when there are funds available.

Mr. Mike Sullivan, 24 Jared Court stated that the Town Council should bring the fund balance up to where it should be and stop using it to balance the budget.  There have been tax abatements given to businesses and now the taxpayers are going to be the ones who pay for that mistake.

Mr. Alan Witkin, 64 Lawrence Road came before the Town Council to speak in opposition to a tax increase and requested that the Town Council get rid of spending to help keep the tax rate down.

Mr. Hal Reed, 144 Orchard Hill Drive came forward and explained that he moved to South Windsor seven years ago from Florida.  Mr. Reed stated he likes the services that the Town provides and feels if paying higher taxes is what need to be done to keep the Town at it standards then that is what should be done.

Mr. David Joy, 100 Breamblebrae came forward to support the General Government budget in full.  The needs of the community should not be cut short.

Mr. John Wrynn, 195 Wood Pond Road came forward to speak in opposition to the tax increase and then questioned why the budget is not set by referendum because the public should have a say in the budget.

Mr. Dick Kelly, 49 Rosemary Lane stated he is concerned how the tax increase will affect businesses in Town.  

Following comments from the Public, Mayor Delnicki asked for a Straw Vote, the results of which were as follows:

Those supporting the General Government Budget as submitted:  - 2

Those in favor of increasing the General Government Budget:  - 0

Those in favor of decreasing the General Government Budget:  - 3

The public hearing was closed at 8:06 p.m.
